Enforcement policy

This is a draft for the pilot, not a legal opinion.

• A paid counter session, a paid booked session, a permit, and the posted grace window are not ticketed.
• A car that reached the daily maximum is not ticketed again that calendar day. After midnight it needs a new session.
• The same car is not given a second notice in the same lot on the same day.
• Every unpaid violation, including a first offense, gets a $75 parking violation notice (the posted amount).
• Every notice keeps photos, a time, and a location when the phone provides one.
• We aim to answer a dispute within one day.
• A boot flag appears at three counted notices in twelve months. Booting itself stays off until legal sign-off.
• We do not request DMV records and we do not mail notices in this version.
